The EPR Methodology
Each collegiate esports program begins by completing a detailed self-assessment survey aligned with the EPR categories. Program directors answer a series of questions covering all seven core dimensions (from leadership and support to competitive outcomes and student services). This survey captures both qualitative and quantitative aspects of the program’s operations and culture.
Each response in the survey is converted into a numerical score on a four-point scale (with 1 representing entry-level characteristics and 4 representing premier-level excellence). Within each category, multiple indicators are averaged to produce a category score. Weighted scoring is applied so that each major category contributes proportionally to the overall evaluation. This scoring system was intentionally designed in collaboration with the DAC to be transparent and consistent–every program is evaluated on the same criteria and scale, regardless of size or status within their institution.
Once all category scores are calculated and weighted, they are combined to generate an overall program score. This overall score determines the program’s division classification. The cutoff ranges for each Divison (Division 4 – Nascent, Division 3 – Emerging, Division 2 – Established, Division 1 – Leading) are clearly defined in the rubric (e.g., 3.50–4.00 for Premier). An institution’s final classification level thus encapsulates its performance across all areas of evaluation.
This rubric provides a holistic framework for assessing an esports program across multiple dimensions. It looks beyond competitive results, evaluating key areas such as program leadership and institutional integration, infrastructure and facilities, resource and financial support, competitive success, eligibility and compliance standards, community engagement, and student development. Each program is assessed and classified according to these criteria, which allows for an objective comparison and categorization of programs.
The rubric ultimately categorizes programs into one of four tiers – Division 1, Division 2, Division 3, and Division 4 – reflecting the program’s stage of development. This approach makes sure that classification is grounded in data and peer-reviewed best practices, giving programs a clear roadmap of where they stand and how to progress to the next level.

Certified programs will be featured in the VOICE Program Finder, an online directory of collegiate esports programs. Being listed signals to prospective students, parents, and stakeholders that your program has been evaluated for standards of quality. It’s a mark of distinction that can enhance your program’s visibility and reputation on a national scale.
2. Customized Feedback & Growth Report:
Every classified institution receives a comprehensive growth report at no cost. This customized report details your program’s performance in each rubric category, highlighting strengths and pinpointing opportunities for improvement. It serves as a roadmap for strategic planning – helping programs secure support from campus leadership by clearly showing where investments or adjustments can elevate the program further.
3. Contribution to Industry Data:
By participating in the certification process, your program contributes to the first-ever dataset of its kind for collegiate esports. Aggregated data from all accredited programs will feed into industry-wide research led by VOICE. This means your program is actively helping to shape a broader understanding of collegiate esports trends, challenges, and best practices. In turn, that data will inform future resources, policy recommendations, and support for all schools. Classified schools become part of a community of leaders driving that progress.
